Operating manual for preparation and submission of permission and approval application documents for a flight of a UA using the Drone/UAS Information Platform System.

The screening requires a certain period, so submit application documents 10 or more working days of MLIT (excluding Saturday, Sunday, and public holidays) before the planned flight start date.

You can omit some materials depending on the applicable contents for UAs for which either or both of the UA certification and type certificate have been acquired or of which JCAB confirmed the compliance with the standard (UAs listed in HP).

Flight permission and approval application destination
The following shows the submission destinations of applications.
- Flight permission application near an airport, etc. at height of 150m or higher (permission application for the air space set forth in Article 132-85, paragraph 1, item 1 of the Civil Aeronautics Act)
→ Head of the competent airport office

- Other permission and approval applications
If the place of flight is Niigata, Nagano, Shizuoka, or to the east
→ Head of the Tokyo JCAB
If the place of flight is Toyama, Gifu, Aichi, or to the west
→ Head of the Osaka JCAB
*If the place of flight includes any area under jurisdiction of both offices, submit the address of the applicant to the local JCAB.

You will not have to submit a manual which you may omit attachment by entering the organization and the name, if you enter the name in Application Form 1 “Matters regarding the system necessary to secure safety in a flight of a UA” when applying for a flight of a UA.
It is now a manual which need not be submitted if you enter the name in “JCAB standard manual,” so please use it.
