List of UA-related procedures based on the Civil Aeronautics Act

  • Procedure in the case of a specified flight Check the procedure

    The following specified flights require prior permission and approval. For details, see here (the website of the JCAB).

    (Specified flights)
    - Flights near an airport, etc., in air space for emergency actions, or 150 m or more above the ground
    - Flights above a densely inhabited district
    - Nighttime flights
    - Flights out of the visible range
    - Flights within 30 m of a person or property
    - Flights above an event venue
    - Transport of hazardous materials
    - Object drop

    It is also necessary to check the flight plans of the other UAs, the flight-prohibited air space, etc. and notify your flight plan before flying the UA. For details, see here (the website of the JCAB).

    It requires prior UA registration, so if you have not registered your UA, perform “UA registration.”

    UA of 100g or more is subject to the control of the Civil Aeronautics Act.
    No flights of unregistered UA are allowed. After getting a registration ID for the UA, in addition to displaying a registration ID on the Unmanned Aircraft, the aircraft must be equipped with a remote ID function.

  • Procedures in the event of an accident, etc. related to a UA Check the procedure

    In the event of the following accidents, etc., the operator has to report the details of the accidents, etc. to the Minister of Land, Infrastructure, Transport and Tourism. For details, see here (the website of the JCAB).

    “Accidents”
    - Death or injury caused by the UA (serious injury or more)
    - Damage of a property owned by a third party
    - Collision or contact with an aircraft

    “Serious incidents”
    - Recognized to have had a possibility of collision or contact with an aircraft
    - Injury caused by the UA (minor injury)
    - Situation that the UA becomes uncontrollable
    - Ignition of the UA (limited to an occurrence during the flight)

UA registration procedure

UA registration application

UA of 100g or more is subject to the control of the Civil Aeronautics Act.

    Enter the information for an application such as the name and address of the owner and user of the UA, and the manufacturer and type of the UA.

    Please pay the fee for the application, when you receive your payment number after the application for registration.You can pay by credit card.Please note that application fees and payment methods vary depending on the application method.

    After procedures are completed, a registration ID will be issued for the UA.Please clearly display the registration ID in such a way that you write it on the airframe before flying.

  • STEP04 リモートID機器等への書込み
    STEP04Writing in remote ID equipment, etc.

    Before flying a UA, write INFO in the remote ID equipment, etc. using the “DIPS APP - Drone Portal App” released by the JCAB or the smartphone app specified by the manufacturer of the UA.

Acquisition procedure of UA certification and UA remote pilot certification

Acquisition application for UA certification

Flying a UA above a third-party land out of visible range without any assistant or omission of permission or approval in a certain specified flight requires UA certification of the UA to fly and UA remote pilot certification of the operator. For details on UA certification, see here.
It requires prior UA registration, so if you have not registered your UA, perform “01 UA registration.”

    Enter information such as the designer, UA model, etc. of the UA for the application.

  • STEP02 手数料の納付
    STEP02Fee payment

    For an inspection by the government, pay the fee for the application using a credit card, online banking, or ATM. For an inspection by a registration inspection institution, follow the instructions from the registration inspection institution.

  • STEP03 無人航空機の検査
    STEP03UA inspection

    The government or registration inspection institution inspects whether the UA subject to the application conforms to the safety standard. Follow the instructions of the government or the registration inspection institution.

  • STEP04 機体認証書の発行
    STEP04Issuance of a UA certificate

    If the UA passes the inspection and all procedures are completed, a UA certificate is issued.

    Perform the issuance procedure of a UA remote pilot certification applicant number required to take and apply for a competence certification examination.

    To receive the competence certificate, take a test at the specified test institution. For details, see here.

    After passing the examination, enter the information such as the UA remote pilot certification success certificate number, etc. for the application.

    Pay the fee for the application using a credit card, online banking, or ATM.

    The submitted application is screened by the JCAB.

  • STEP06 登録免許税の納付(一等技能証明を取得する場合のみ)

    Pay the registration license tax by online banking, ATM, or direct payment to the Kojimachi tax office of the Tokyo Regional Taxation Bureau.

    After completion of all procedures, a UA remote pilot certificate is issued.

Flight permission and approval application

The specified flights require prior permission and approval. For details, see here.
It requires prior UA registration, so if you have not registered your UA, perform “UA registration.”

    Register the information of the UA to fly and the information of the operator.

  • STEP02 申請
    STEP02Application

    Enter the UA information and operator information of the UA to fly as well as the purpose of the flight, the date and time, the route, the geodetic altitude, measures for safety management, etc. for the application.

  • STEP03 申請書の審査
    STEP03Application Screening

    The submitted application is screened by the Regional Civil Aviation Bureau, the airport office, etc. to which the application is submitted.

  • STEP04 許可書・承認書の発行
    STEP04Issuance of a permission slip/approval slip

    After completion of the screening, a “permission slip” or “approval slip” is issued. It can be issued in an electronic format or a paper-based format.

  • STEP05 返信用封筒の送付、窓口での受取(書面での発行の場合)
    STEP05Delivery of a return envelope or reception at the office counter (in the case of paper-based issuance)

    To request the issuance of a paper-based slip, mail a stamped envelope to return a permission slip to the submission destination of the application. After that, the original permission slip or approval slip (paper-based) will be sent. You can also receive it at the office counter.

Notification and confirmation of a flight plan

It is necessary to check the flight plans of the other UAs, the flight-prohibited air space, etc. and notify your flight plan before flying the UA. For details, see here.
It requires prior UA registration, so if you have not registered your UA, perform “UA registration.”

    Register the information of the UA to fly and the information of the operator. If you have already completed registration, proceed to STEP02.

    Check the flight plans of the other UAs near the air space in which you plan to fly a UA to prevent collisions with and approach to other UAs.

  • STEP03 空域情報の確認
    STEP03Checking of the airspace information

    Check the areas where flights are prohibited by the Civil Aeronautics Act, ordinances of local governments, etc., and the takeoff and landing areas of manned aircraft, etc. near the air space in which you plan to fly a UA.

  • STEP04 飛行計画の通報
    STEP04Notification of flight plans

    Enter the mandatory matters and notify the flight plan. To change/delete the notified flight plan, do it before the notified flight start date and time.

Procedures in the event of an accident, etc. related to a UA

Reporting of accidents and serious incidents

    The submitted report is checked by the JCAB, the Regional Civil Aviation Bureau, the airport office, etc. to which the application is submitted. To correct or add the reported description, change the reported description.
